The record

Withdrawn

ZA25-00003: a citywide change, described as a small one.

A zoning text amendment would have allowed medical, dental, and holistic services on land zoned Agricultural. It was presented as a narrow, small-scale rural service. Because of how text amendments work, it was not narrow at all.

The mechanism

A text amendment is not a parcel decision.

This is the part that got lost in the public conversation, and it is simple once stated.

A zoning text amendment changes the rules for a zone. It is a legislative act, and it applies to every parcel carrying that zoning designation. It is not a variance, it is not a conditional use permit for one site, and it cannot be limited to the property that requested it.

So an amendment permitting medical and dental offices in the Agricultural zone would have permitted them on agricultural land across Oceanside, not on one parcel. No applicant, representative, or staff member can narrow that effect by describing the request as small.

Why that matters beyond this application

Agricultural land is generally excluded from a city’s housing site inventory under state law, on the premise that its zoning preserves agricultural intent and function. Once a zone admits commercial, medical, or personal-service uses, that premise weakens, and the land becomes harder to keep out of the calculus that drives housing obligations and density entitlements.

Opening agricultural zoning to non-agricultural commercial uses does not stay a question about offices. It changes what the zone is.

The procedural record

Two gaps, documented at the time.

Residents raised two procedural problems during the review, both of which are in the project file rather than in anyone’s characterization of it.

Noticing

The applicant’s own Community Outreach Plan committed to a public workshop noticed to property owners within 1,500 feet. The only certified notice package in the project file covers 300 feet. No 1,500-foot certification appears anywhere in the record. Residents within 1,000 feet of the subject property were never notified.

Environmental review

No review under the California Environmental Quality Act was conducted. A text amendment with citywide effect raises cumulative and reasonably foreseeable indirect impacts, which CEQA requires a city to evaluate. That evaluation did not happen.

The application was withdrawn on April 2, 2026, with both issues unresolved on the record.

Why it is still here

Withdrawal is not resolution.

A withdrawn application decides nothing. The zoning text is unchanged, the procedural questions were never answered, and nothing prevents a similar amendment from being filed again, by anyone, at any time.

What the withdrawal did produce is a record: a documented account of what was proposed, what was deficient, and what residents asked the City to require of any future filing. That record is the reason this page exists.

What it teaches

A withdrawn application is not a resolved question. The only thing that settles what agricultural land is for is a protection recorded against the land itself.

See what protection would actually take
